The report indicates that last year, Ukrainians closed nearly 210,000 individual entrepreneurs (FOPs). The increase in closures compared to 2023 was over 32%. It is important to note that against the backdrop of rising FOP closures, the registration of new ones decreased by 5% compared to 2023.
“The highest number of FOP closures occurred in October: over 23,700. The number of closures in December exceeded 22,000. However, due to registry malfunctions, we only have data available as of December 18, 2024, inclusive. It is also worth noting that the decline in business activity at the end of the year is traditional. The increase in closures in 2024 began in the very first month of the year; for instance, in February 2024, there were 14,500 closed FOPs, marking an increase of nearly 270% compared to 2023 (3,100),” — explain YouControl analysts.

It is noted that the peak of closures occurred during the autumn months. The highest number of FOP closures last year was on September 30 — 2,900 (1.4% of all closures for the year). On November 29, over 2,300 closed (1.1%). Nearly 2,300 (1.1%) were also closed on December 18.
At the same time, the highest number of openings occurred on: October 1 — 1,800 (0.6%), April 29 — 1,700 (0.6%), and another 1,700 (0.6%) on August 28, 2024.
In which regions were the most FOPs closed
As usual, the highest business activity among individual entrepreneurs was observed in Kyiv: over 27,000 FOPs closed in the capital, and nearly 40,000 were registered.
“The largest increase in closures in 2024 compared to 2023 was observed in Poltava region — 57.2% (8,100 in 2024 versus 5,100 in 2023). The closure of FOPs in Kirovohrad region increased by almost 55% to 4,500 in 2024. Vinnitsa region also made it to the top three for the increase in closures, with a growth of nearly 45% to 8,400 in 2024,” — the analysts write.
