Starting from 2025, sellers who issue fiscal receipts in the old format will face fines amounting to 100% of the value of goods sold in violation of the rules, and the receipts will be deemed invalid, reports UNN.

The Ministry of Finance's Order No. 601 stipulates that business entities are required to start issuing payment documents in the new format and content from January 1, 2025.
From March 1, 2025, duty-free shops will have the option to issue fiscal receipts in the "old" format when selling alcoholic beverages and/or tobacco products, but must include the buyer's passport details, the weight of each tobacco unit, the quantity of tobacco products in the unit (pack), the strength of the alcoholic beverages, and the volume in liters of the product (bottle).
The order also establishes new mandatory information that must be included in the fiscal receipt. Specifically, the label "payment system" (the name of the payment system, the payment instrument used, the authorization code or another code identifying the transaction in the payment system and/or the transaction code in the payment system, the value of the code) is replaced with "details of the electronic payment medium (payment card) in the format permitted by the security rules of the issuer or payment system (for electronic payment mediums used for transactions in the payment system), preceded by large letters 'ЭПЗ'.
The designation of the payment method (cash, electronic payment medium, credit, etc.), the amount of funds for that payment method, and the currency of the transaction will be replaced with "designation of the payment method ('cash', 'non-cash', 'other'), the amount of funds for that payment method, and the currency of the transaction".
It was anticipated that if a fiscal receipt is issued in the old format, it will not be considered a payment document, and the merchant could face a fine of 100% of the value of goods sold in violation for the first offense and 150% for subsequent violations.
However, the Ministry of Finance noted that the transitional period for implementing the new requirements for the format and content of payment documents is planned to be extended until March 1, 2025.
"Due to the lengthy process of agreeing upon and registering the order, there arose a need to extend the deadline for business entities to carry out the necessary adjustments to the operation of cash register systems and software cash registers to ensure the formation of payment documents in the new format and content, taking into account the changes made by Order No. 601," - the Ministry of Finance stated.
Reminder
President Volodymyr Zelensky signed a law that changes the date for the introduction of increased tax rates for individual entrepreneurs. Instead of October 1, 2024, the new rates will take effect from January 1, 2025.
