Starting January 1, healthcare facilities will operate solely through the Medical Guarantees Program.

Starting from January 1, 2025, healthcare institutions and state agencies will operate exclusively through the Medical Guarantee Program implemented by the National Health Service of Ukraine, reports UNN.

“From January 1, 2025, all healthcare institutions and state agencies will begin to work solely through the Medical Guarantee Program. This is a legislative requirement and a fundamental position of our Committee. To operate within a unified healthcare space, the institutions of the National Academy of Medical Sciences of Ukraine (NAMSU) must comply with the requirements of the NHSU and sign a contract with the service,” stated Mykhailo Radutskyi, Chairman of the Committee on Health of the Nation, Medical Assistance, and Medical Insurance.

According to him, in mid-December, the NHSU already started accepting applications for contract signing from NAMSU institutions, healthcare facilities of the Ministry of Health, the State Administration, and the National Academy of Sciences.

The first among the NAMSU institutions to fulfill all NHSU requirements and submit an application for contracting was the Institute of Traumatology and Orthopedics for the package “Transitional Financing for Providing Medical Services to Healthcare Institutions.” According to this package, if in 2025 the earnings from cooperation with the NHSU are less than the funding of this year, the institute will receive an additional payment from the state. The leadership of the Institute of Traumatology and Orthopedics plans to contract for other PMG-2025 packages, and preliminary calculations indicate that the institution will not require additional funding.

Radutskyi noted that while previously NAMSU institutions were funded separately, now, as stipulated by the medical reform, they will work under contracts with the NHSU and receive funds for the services provided.

“The transition to a unified healthcare space will allow for the payment of services based on transparent tariffs and uniform standards, which will ultimately improve the quality of medical services provided to patients,” the MP added.

The Medical Guarantee Program implemented by the NHSU is a list of medical services and medications that the state guarantees to Ukrainians free of charge. The NHSU directly pays for these medical services to hospitals by signing contracts with them.

At the end of December, the Cabinet of Ministers approved the procedure for implementing the program of state guarantees for medical services to the population in 2025. The procedure defines the list of medical services under the Medical Guarantee Program (packages of medical services) for 2025, tariffs, and correcting coefficients for them, specifics of calculating their cost, and the list of medications and medical products whose costs will be reimbursed by the National Health Service of Ukraine.
