The head of the National Police, Ivan Vygivskiy, shared this in an interview with Ukrainian News.
According to him, most countries have regulations regarding drop accounts, but unfortunately, we do not. These individuals, for monetary compensation, provide their payment methods—including bank accounts and even cryptocurrency wallets—to third parties, which may include fraudsters and drug traffickers.
Drops may or may not be aware of how they are being used. If they are aware, their actions are aimed at legitimizing funds obtained through illegal means and could be classified under Article 200 of the Criminal Code of Ukraine or Article 209. The first article is exclusively under the jurisdiction of the Bureau of Economic Security.
“Last year, we managed to reduce the number of fraud cases and citizen complaints by nearly 36,000. We implemented a series of effective measures, including collaboration with the National Bank of Ukraine through a corresponding program to ensure that card blocks occur within the first hours after funds are withdrawn from the victim's account. Thanks to this, we were able to tackle this issue together with the National Bank,” Vygivskiy stated.
