If a person has no work experience at all, they can receive social assistance for retirees without a work record. Payments are granted only upon reaching the age of 65 and are equal to the minimum subsistence level. In 2024, this amount was 2361 hryvnias, and it remained unchanged in 2025.
To apply for such assistance, one must contact the social protection authorities at their place of residence, providing the following documents:
- passport;
- certificate of insurance experience from the Pension Fund;
- income declaration with corresponding certificates from all family members.
Additionally, individuals who currently lack the necessary work experience to qualify for a pension can receive payments later when they reach the required age. The minimum experience requirements are as follows:
- 60 years old — at least 31 years of experience;
- 63 years old — at least 21 years of experience;
- 65 years old — at least 15 years of experience.
