It is noted that special attention is given to the coordination of various units, particularly missile, naval, air, and ground forces. If such actions are carried out, combat operations may extend into the territories of Finland, Norway, and the Baltic states. This is mentioned in the report from the State Defense Council.

Sources within NATO indicate that one of the key targets of a Russian attack could be northern Norway, where strikes could be launched from the sea, land, and air near Murmansk. According to these scenarios, Russia plans to deploy troops and launch missiles from the Kola Peninsula into Finnish Lapland.

The Alliance believes that in the event of an attack, Russia will attempt to create a buffer zone in Northern Lapland and Finnmark in Norway, which would shift combat operations into NATO member countries.

It is worth noting that in March of last year, the NATO defense alliance practiced the deployment of 20,000 troops in northern Norway and Finnish Lapland, and earlier this year, NATO conducted large-scale exercises near the borders of the Russian Federation.
