According to the information resource, the occupiers promise to forgive the debts of those who owe money on loans, but only if they sign a contract with the Russian army.
In this way, the occupying administrations are calling bank debtors and their family members to recruit people and at least partially fulfill the mobilization plan in the territories temporarily seized by Russia. Moreover, the Russians even promise to forgive loans for those whose relatives sign a contract.
The Center for National Resistance also noted that recruiting the population of occupied territories to fight against their own country is a violation of international law.
