A volunteer received a monthly deposit limit of 1 million hryvnias from PrivatBank, but then had their account blocked—this was the bank's response.

A volunteer is raising funds to purchase drones for the Armed Forces of Ukraine. PrivatBank set a limit of 1 million hryvnias per month on the card for incoming funds. However, subsequently, the financial institution blocked the account and severed ties. The corresponding complaint was published on December 10 on the Ministry of Finance's website.

According to the man, he provided PrivatBank with documents regarding his volunteer activities. The financial institution took two weeks to decide on granting him volunteer status.

"I am a volunteer and have a card from PrivatBank. I started a fundraising campaign for the military. I collected money through social media and bought drones for the Armed Forces of Ukraine. PrivatBank noticed that money was coming into my card and asked me what this money was for. I explained to the bank that I had started volunteering. I provided the bank with all the documents related to my volunteer work. I showed them where I spent the money and provided receipts that I had purchased drones for the Armed Forces of Ukraine. I asked PrivatBank to grant me volunteer status and allow me to receive donations on the card. The bank took a long time to review my application for volunteer status and asked me to provide additional documents confirming my volunteer activities. I provided everything. The bank took two weeks to decide whether to grant me volunteer status at PrivatBank or not. I called the hotline and asked if I could receive donations on my card. PrivatBank said yes! They set a limit for incoming funds at 1 million hryvnias per month. So PrivatBank had already given the green light for collecting donations on the card by raising my limit. However, the decision on granting me volunteer status at PrivatBank had not yet been made because the relevant specialist was still working on my documents. Five days later, my card was blocked by PrivatBank. I saw a message in Privat24 stating that my transactions were deemed risky by PrivatBank, and therefore my card was blocked, and the bank was terminating its relationship with me. I can no longer use PrivatBank's products. I am in shock. From a moral standpoint, what PrivatBank did is disgusting. There are no justifications for such a disgraceful act by the bank. It turns out that a person cannot simply do a good deed and help the Armed Forces of Ukraine bring victory closer. Because it seems that collecting money for the army's needs is a crime," the man said.

PrivatBank's Response to the Complaint

PrivatBank indicates that they operate strictly within the framework of current legislation and the regulatory acts of the National Bank of Ukraine, which govern relationships in the banking sector. All activities are conducted in accordance with internal procedures and comply with security requirements and financial monitoring rules in Ukraine.

"The bank, as a subject of primary financial monitoring, is obliged to take measures aimed at preventing and combating the legalization of income obtained through criminal means; financing terrorism and the proliferation of weapons of mass destruction. Currently, your service is limited," PrivatBank stated.

Additionally, when terminating business relationships, there is an option to transfer remaining funds to another bank. To transfer funds from the accounts, the individual or their representative must visit any branch of the bank with the following:

  • account details for a different bank opened in your name,
  • documents confirming the authority to manage the accounts,
  • identification documents,
  • a document verifying registration in the State Register of Individuals — Taxpayers, containing the registration number of the taxpayer card in Ukraine,
  • a request for the transfer of remaining funds.
