A man decided to open a National Cashback card to receive winter support. However, PrivatBank blocked the account due to enforcement proceedings. The corresponding complaint was published on December 18 on the Ministry of Finance's website.
According to the client, PrivatBank is sharing state funds under the National Cashback program with scammers. He is unhappy that the financial institution considers government support as its own funds.
"I opened a National Cashback card to receive winter support, but the bank blocked it, along with other cards, based on enforcement proceedings initiated by an unfounded note from a notary. The bank is not responsive. Most likely, the bank will share government funds with scammers, the so-called private enforcers. The bank considers other people's funds, as well as government support, as its own, and perhaps the supervisory authorities will remind them of the rules of civilized behavior," the man complains.
PrivatBank states that they received a letter regarding the imposition of a seizure. This indicates that the client has a debt to the enforcement service.
"The bank operates in accordance with the approved resolution of the National Bank of Ukraine dated January 21, 2004, No. 22. The bank received a letter about the imposition of a seizure. This means you have a debt to the enforcement service. Please contact the enforcement officer to resolve this issue. The restriction can be lifted after the seizure is removed. You will be able to use the funds once the restriction is lifted, which will take 3-10 days after we receive the letter of removal," PrivatBank stated.
The "National Cashback" program aims to stimulate demand for locally produced goods. The government offers a 10% cashback for purchases of Ukrainian-made products. The maximum cashback amount is 3,000 hryvnias per month. Leading national retail chains, pharmacies, gas stations, and a significant number of regional and independent stores participate in the program. Cashback is already available on 360,000 products from 1,660 Ukrainian manufacturers. To receive cashback from the government, citizens need to apply through the mobile app of a participating bank or visit a branch. The following banks have joined the program: PrivatBank, Monobank, Ukrgasbank, Sense Bank, PUMB, Abank, Globus Bank, UKRSIBBANK BNP Paribas Group, Oschadbank, Akkordbank, Bank Credit Dnipro, Praveks Bank (only joining the program, without issuing for payments of "National Cashback"), Clearing House, Raiffeisen. Determine the cards you use for purchases and provide the bank permission to share transaction information from these cards with the participating stores. Open a physical or virtual "National Cashback" card where the cashback from the program will be credited. In the Diya app, select the card for "National Cashback" payouts from any partner bank. You can check the accrual of cashback in the Diya app. To receive cashback payments on the card, you need to activate the National Cashback card in Diya. Additionally, Ukrposhta clients who have joined the "National Cashback" program can receive cashback for purchasing products from Ukrainian manufacturers at Ukrposhta branches. This applies to more than 350 product items, including wartime artistic postage stamps, food, household chemicals, and other goods. For each purchase, 10% cashback from the government will be credited to the National Cashback card. You can use the accumulated funds to pay for postal, utility, and other services, mobile communication, subscriptions to periodicals, or to donate for the needs of the Armed Forces of Ukraine.
