The man uses a Kyivstar plan that includes the mandatory "Roaming as Home" service. He is unable to take advantage of it since he is not allowed to leave the country.
The customer is dissatisfied that Kyivstar forces him to pay for a service he cannot use. This pertains to the mandatory "Roaming as Home" feature in his plan.
“A question for Kyivstar: my plan, like many others, includes the mandatory ‘Roaming as Home’ service. Can you please explain why I need it if I cannot use it at all because I am not allowed to leave the country? Please do not respond by saying it is for Ukrainians abroad. Their salaries are not the same as in Ukraine. Moreover, if needed, they could activate such a service themselves for an additional fee. So, are subscribers in Ukraine forced to pay for something they cannot use? Why are you treating people this way during such difficult times for the country?” - the man inquires.
Kyivstar commented on the man's complaint, stating that customers do not pay extra for "Roaming as Home."

Roaming as Home allows Kyivstar subscribers to pay for their plan as they would in Ukraine and use their allotted minutes and SMS, while a separate package of megabytes is allocated for internet use in roaming. The service operates in 28 countries including Germany, Poland, the Czech Republic, Romania, the Netherlands, Slovakia, Hungary, France, Austria, Italy, Moldova, Belgium, Spain, the United Kingdom, Bulgaria, Lithuania, Ireland, Slovenia, Sweden, Denmark, Portugal, Latvia, Croatia, and Finland (excluding the Åland Islands), Luxembourg, Greece, and Malta. The roaming conditions are automatically activated as soon as you cross the border into one of the 28 countries.
